PENN HILL GROUP’S WRAP UP – NOVEMBER 6, 2023

CONGRESS

The U.S. House of Representatives Committee on Rules announced that it may meet the week of November 13 to prepare the fiscal year (FY) 2024 House Labor, Health and Human Services, Education and Related Agencies (LHHS) bill for floor consideration. You can find a list of submitted amendments to the bill here.

House Committee on Appropriations Chairwoman Kay Granger (R-TX) announced that she will not seek reelection in 2024.

The House Committee on Education and the Workforce subpoenaed documents from the U.S. Department of Education related to borrower defense to repayment.

The House passed a resolution condemning support at institutions of higher education of Hamas, Hezbollah and other terrorist organizations on a 396-23 vote.

The U.S. Senate passed the Agriculture, Rural Development, Food and Drug Administration and Related Agencies, Military Construction, Veterans’ Affairs and Related Agencies and Transportation, Housing and Urban Development and Related Agencies FY 2024 appropriations in a minibus appropriations package on an 82 to 15 vote.

ADMINISTRATION

President Joe Biden issued an executive order on “The Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence.”

ED officially published new final rules for Financial Responsibility, Administrative Capability, Certification Procedures, and Ability to Benefit regulations.

ED released proposed regulatory text and an additional issue paper on student loan debt in preparation for session two of its negotiated rulemaking effort on student loan debt relief.

ED announced that it will withhold payments from the Higher Education Loan Authority of the State of Missouri (MOHELA) after discovering that MOHELA “failed to meet its basic obligation by failing to send billing statements on time to 2.5 million borrowers.”
