PENN HILL GROUP’S WRAP UP – October 2, 2023

A quick look back at the news from last week. Compiled by Penn Hill Group.

CONGRESS

The U.S. House of Representatives passed the following fiscal year (FY) 2024 appropriations bills: Defense; State, Foreign Operations, and Related Programs; and Homeland Security. The House considered the FY 2024 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies appropriations legislation but did not pass the bill.

The House failed to pass a continuing resolution, H.R. 5525 Continuing Appropriations and Border Security Enhancement Act, by a 198-232 vote.

The U.S. Senate unveiled a bipartisan continuing resolution to keep the government funded through November 17.

The House and Senate passed the Protecting Hunting Heritage and Education Act by a 424-1 vote in the House and by unanimous consent in the Senate.

U.S. Senator Dianne Feinstein (D-CA) passed away at the age of 90.

ADMINISTRATION

President Joe Biden issued a proclamation on National Historically Black Colleges and Universities Week.

The U.S. Department of Health and Human Services released three regulatory packages pertaining to children and families in foster care.

The U.S. Department of Education (ED) prepublished its final rule on Gainful Employment, which includes a higher education “Financial Value Transparency” framework, in the Federal Register. Official publication of the rule is scheduled for October 10.

ED issued an update to its nonregulatory guidance on “Using Evidence to Strengthen Education Investments.”

ED released a new report on “Strategies for Increasing Diversity and Opportunity in Higher Education.” ED issued this document in response to the Supreme Court of the United States’ decision on affirmative action.

ED published two blog posts titled “Advancing Opportunity through Building and Using Evidence” and “Online For All: Coalition Mobilizes for Digital Equity during Back-to-School Season.”
