PENN HILL GROUP’S WRAP UP – OCTOBER 9, 2023

CONGRESS

The U.S. Congress passed, and President Joe Biden signed, a continuing resolution to keep the government funded through November 17.

The U.S. House of Representatives removed Rep. Kevin McCarthy (R-CA) as Speaker of the House on a 216-210 vote. Rep. Patrick McHenry (R-NC) has been named Speaker pro tempore until Rep. McCarthy’s replacement is elected.

Laphonza Butler was appointed by Governor Gavin Newsom (D-CA) to serve as the new U.S. Senator from California and was sworn in this week. Sen. Butler replaces Sen. Dianne Feinstein (D-CA) who passed away last week.

ADMINISTRATION

The U.S. Department of Education (ED) announced that it has approved $9 billion in new loan discharges through the Public Service Loan Forgiveness program, fixes to Income-Driven Repayment counts and Total and Permanent Disability discharges.

ED will hold its first of three negotiated rulemaking sessions pertaining to the U.S. Secretary of Education’s ability to modify, waive or compromise student loans next Tuesday, October 10 and Wednesday, October 11. You can register to view the negotiations live here.
