PENN HILL GROUP’S WRAP UP – APRIL 29, 2024

CONGRESS

The U.S. House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (LHHS) released several important appropriations deadlines. Programmatic and language requests are due by May 1 and the relevant guidance on submissions can be found here. Outside witness testimony is due by May 3 and the relevant guidance can be found here. Lastly, Community Project Funding (CPF) requests are also due by May 3 and the relevant guidance can be found here. It is important to note this CPF guidance bars non-profits from receiving money through the Department of Housing and Urban Development’s Economic Development Initiative grant program and as with last year CPF requests will not be taken under the House LHHS bill.

The U.S. Senate Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies (LHHS) also announced its appropriations deadlines. Congressionally Directed Spending (CDS) requests are due by May 14 and guidance can be found here. Programmatic and language requests are also due by May 14 and guidance can be found here. Finally, outside witness testimony is due by May 24 and guidance on submissions can be found here.

ADMINISTRATION

The U.S. Department of Labor (DOL) announced a final overtime regulation. According to this final rule, starting July 1, 2024, most salaried workers who earn less than $844 per week will become eligible for overtime pay and, on January 1, 2025, most salaried workers who make less than $1,128 per week will become eligible for overtime pay.

The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) released a final rule on dietary and nutrition guidelines for child nutrition programs. This rule will become effective on July 1, 2024.

The U.S. Department of Education (ED) released a Request for Information (RFI) to develop a new Postsecondary Student Success Recognition Program.

The White House announced new workforce hubs to train and connect American workers to jobs.

ED announced that Federal Student Aid Chief Operating Officer Richard Cordray was stepping down at the end of June.
