PENN HILL GROUP’S WRAP UP – JULY 10, 2023

A quick look back at the news from last week. Compiled by Penn Hill Group.

ADMINISTRATION

In response to the Supreme Court of the United States (SCOTUS) striking down the Biden Administration’s student loan forgiveness plan, the U.S. Department of Education (ED) issued an intent to establish a negotiated rulemaking committee to regulate on providing loan forgiveness through the Higher Education Act’s authority to modify, waive and compromise Federal student loans.

ED finalized its new income-driven repayment plan called the Saving on a Valuable Education (SAVE) plan.

Director of the Institute of Education Sciences (IES) Mark Schneider published a blog post titled “IES and Accelerating Learning Recovery.”

THE COURTS

Louisiana District Court Judge Terry A. Doughty restricted the Department of Health and Human Services, along with other Federal government offices, from talking to social media companies for “the purpose of urging, encouraging, pressuring, or inducing in any manner the removal, deletion, suppression, or reduction of content containing protected free speech.”

The U.S. Court of Appeals for the Fifth Circuit issued a decision blocking ED from implementing its new borrower defense to repayment rules for colleges that belong to Career Colleges and Schools of Texas.
