PENN HILL GROUP’S WRAP UP – JULY 25, 2022

CONGRESS

On a 220-207 vote, the U.S. House of Representatives passed a six-bill fiscal year (FY) 2023 appropriations minibus package that included funding bills for: Transportation, and Housing and Urban Development and Related Agencies; Agriculture, Rural Development, Food and Drug Administration and Related Agencies; Energy and Water Development and Related Agencies; Financial Services and General Government; Interior, Environment and Related Agencies; and Military Construction, Veterans Affairs and Related Agencies.

The U.S. Senate released legislative text for its CHIPS+ package and started debate on the measure.

The House Committee on Energy and Commerce passed the American Data Privacy and Protection Act on a 53-2 vote.

ADMINISTRATION

The U.S. Department of Education (ED) issued guidance to institutions of higher education on changing accrediting agencies.

The Office of Management and Budget (OMB) posted that the review of ED’s regulatory proposals on Income-Driven Repayment, Prison Education Programs, 90/10 and Change in Control had been completed. Media reports have indicated that the Administration’s Income-Driven Repayment proposal is still under review by OMB.

ED issued guidance to K-12 schools on school discipline as it relates to students with disabilities.

ED issued a press release on summer learning and enrichment programs.
