PENN HILL GROUP’S WRAP UP – JUNE 1, 2026

ADMINISTRATION

The U.S. Department of Education (ED) issued another round of notices to over seven million borrowers enrolled in the Saving on a Valuable Education (SAVE) Plan regarding the upcoming requirement to transition into a different repayment plan.

The Office of Management and Budget issued a proposed rule that would institute, among other provisions, a ban on use of funds for diversity, equity and inclusion and require a review by senior Administration appointees of grant awards. Notably, the rule does not seek to change current negotiated indirect cost rate provisions. Comments are due July 13.

CONGRESS

A group of Democratic Senators sent a letter to the Administration urging the release of detailed accounting on the status of the approximately 12,000 pending civil rights cases under ED’s Office for Civil Rights.

Rep. Frederica Wilson (D-FL), Member of the House Education and Workforce Committee, announced that she will not seek reelection in 2026.

COURTS

A coalition representing professionals in nursing, counseling, public health and education sued ED over its final Reimagining and Improving Student Education (RISE) rule and new graduate student loan caps established under H.R.1 (often referred to as the One Big Beautiful Bill Act or the Working Families Tax Cuts Act).
