PENN HILL GROUP’S WRAP UP – OCTOBER 27, 2025

CONGRESS

The Federal government remains in a shutdown after Congress failed to pass a continuing resolution to fund operations into fiscal year 2026.

The U.S. Senate Committee on Commerce, Science, and Transportation favorably reported S.1070, the National STEM Week Act, out of the Committee. There were no amendments offered to the bill.

ADMINISTRATION

The Administration held a virtual meeting with several universities that had not responded to the proposed Campus Compact at the time.

The U.S. Department of Justice (DOJ) and the University of Virginia (UVA) announced a settlement that would pause ongoing investigations at UVA in exchange for the University’s compliance with the directives outlined in DOJ’s July memorandum.

The U.S. Department of Education further delayed the semiannual National Advisory Committee on Institutional Quality and Integrity meeting to December 16.

COURTS

A Federal district court judge ruled that the U.S. Department of Defense must restore library books it pulled from five school libraries on military bases.
