CONGRESS

The House Labor, Health and Human Services, Education and Related Agencies (LHHS) Appropriations Subcommittee released its bill text for fiscal year (FY) 2025 appropriations. Subsequently, the Subcommittee held a markup on this legislation and approved the bill by voice vote, advancing it to the Full Committee.

The House Energy and Commerce Committee cancelled its markup of H.R. 8818, American Privacy Rights Act of 2024, H.R. 7891, Kids Online Safety Act and other bills. The Committee has not yet announced a rescheduled date.

ADMINISTRATION

The U.S. Department of Education (ED) has submitted an appeal to the 5th U.S. Circuit Court of Appeals contesting a Louisiana Federal judge’s ruling that temporarily blocked the Biden Administration’s Title IX final rule in Louisiana, Mississippi, Montana and Idaho.

In Missouri and Kentucky, District judges have issued injunctions against parts of President Biden’s income-driven loan repayment initiative, known as the Saving a Valuable Education (SAVE) plan. In response, the Administration filed appeals of these decisions.

COURTS

The U.S. Supreme Court issued a decision in Loper Bright Enterprises et al vs. Raimondo in which it overruled the court’s previous decision in Chevron U.S.A. Inc. vs. Natural Resources Defense Council regarding deference to agency interpretation of statutes passed by Congress.
